[tex-live] latex<->etex on TL8

In web2c/fmtutil.cnf we have:
# Change "tex -> etex" and "latex.ini -> *latex.ini" to get an
# eTeX-2 enabled LaTeX format named latex. Or, don't change anything
# and use elatex which is just the same.
latex           tex             language.dat    latex.ini
etex            etex            language.def    *etex.ini
elatex          etex            language.dat    *elatex.ini

but latex is now a link to etex (even on Win32, last binaries from
Fabrice). Can somebody guess the consequence? ;-)
fmtutil produces latex.fmt, but running latex tries to generate
the format, then gives an error.
What about existing local copies of fmtutil.cnf when upgrading
to TL8?

Switching latex to etex should be made more carefully.
