actually, what's the reason for creating a "cyrlatex" format?
(e.g., it doesn't exist in teTeX).

the existance of such format suggests that it has some custom
non-standard macros preloaded into format (like e.g. cslatex),
but in fact it is not so: cyrlatex simply loads latex.ltx
and dumps a format.

so i suggest to remove cyrlatex from fmtutil.cnf
cyrillic support in latex doesn't require to run a special format.
