I introduced a bug in the irun.exe tool that helps in creating
symlinks. This should be fixed by now.

This tool is able to create a link, for example :

irun ./etex.exe "c:/program files/texlive/bin/win32/latex.exe

will link the target to the program etex.exe in the same directory.
Using relative paths is allowed. Absolute paths are flagged because non
portable. The latex.exe is a modified copy of the irun.exe program itself.

irun texexec.pl "c:/program files/texlive/bin/win32/texexec.exe"

will use kpathsea to retrieve the perl script texexec.pl from the
PERLINPUTS environment variable, then perl will be invoked with the perl
script and any other argument provided.

irun pp4p.jar c:/program files/texlive/bin/win32/ppower4.exe de.tu_darmstadt.sp.pp4.PPower4

will link ppower4.exe to the jar file, and when the link is invoked,
java.exe is run with the jar file as the class path, the entry point
class and any other argument provided.

I am uploading new files and will try to run tests tomorrow.
