[tex-live] babel's greek nonfree

TL7's "texmf/source/generic/babel/greek.dtx", lines 41-46 and
"texmf/tex/generic/babel/greek.ldf" lines 35-40, after claiming to be LPPL
1.2 or later, read:

I consider this nonfree, just like 'free, but only for academic use'. It
is clearly against items 5 and 6 of DFSG:

Could someone please follow this?
