This is weird. I made tex, etex and omega compile, but not pdftex.
The problem is :
- tex has 'banner' -> tex.web and tex.ch are tied ok
- etex has 'eTeX_banner' -> tex.web, etex.ch, tex.ch, tex.ech
                            you need to postpone changes in tex.ech to make
                            them tie, but it is ok
- omega has 'banner' -> lots of .ch but no problem
- pdftex has 'banner' -> the trick to postpone changes in tex.pch
                         can't work because the variable is called 'banner',
                         is changed in tex.web + pdftex.ch
                         and then matched with tex.ch
