[tex-live] tl7 stop and start

Both Dante and TUG, who are planning to press next week, can
wait a few days for a new image. So I suggest we try to do it.
I'll send out an email when a patched source is available later today.
At that point, could binary makers create new copies
of tex, etex, omega, pdftex, pdfetex, and dvips. The latter,
we might as well get the patch to 5.90.
