[tex-live] Draft Proposal for Omega

Basically, we only have a different Makefile.in which defines -DOmega
for the compiler. Most other files are just symlinks to the "non-o"
version. So, I guess that if someone changes something here, it should
be done in coordination with the maintainer of the "non-o" version.
