[tex-live] Err in tldoc-english.tpm and missing url.sty in basic scheme

Hi all,

I installed from image 20020515 on Win98 the basic scheme
without any additional packages. I obtained the following error message:

"L:\texmf\tpm\packages/tldoc-english.tpm:4:3 not well-formed 
(invalid token)"

However the instalation continued. 

Then I and tried pdflatex with \usepackage[pdftex]{hyperref}.
I obtained error message:  file "url.sty" not found.

The package hyperref (in collection tex-latex) contains 
\RequirePackage{url}.  The file url.sty is contained in package ltxmisc
which is a part of collection tex-latexextra, but it is not installed in 
basic scheme. IMHO the same oroblem may appear on UNIXes.

I understand that it may be difficult to make the basic scheme such that 
it does not call anything from outside. On the other hand, for average 
user it is difficult to find what package contains the missing file.

I see two solutions: either add package ltxmisc to the basic collection
or move url.sty from ltxmisc to some package in collection tex-latex.
