[tex-live] gsftopk missing?

I tried to run TL7 under Linux directly from the 20020508 CD image on
a computer which was incidentally missing ghostscript. It appears that
without separately installed ghostscript, and gsftopk in particular,
TL7 is almost unusable. Is it intentional?
