[tex-live] TL 20020507 and context

TL7 from 20020507.
When installing context collection, but *not* installing, e.g.,
german, czechslovak and dutch, I have broken formats on win32.
I think making cont-de cont-nl and cont-cs cont-uk should be ignored
because of missing hyphenation patterns.

After corrections in fmtutil.cnf I have good cont-en.efmt.

Running simple example `con-en d-en-002.tex' uses so many swap memory
not making it free immediatelly. The worse thing when
`texexec[.exe] d-en-002.tex'. Can somebody check it on, e.g., notebook
without many free gigabytes on disk?
