[tex-live] How did Omega break

Ok, I found (or I guess I found) why some people think Omega 1.23 is
broken. That's simply because the thing they are using are only half Omega
1.23. They probably use some old 'odvips' and 'oxdvi', which was not
updated with Omega versions of these. That should also be the reason why 
some others can't reproduce the bugs.

I will be updating TeX Live copies of these with changes in the Omega
repository.

I would love to see exact bug reports to see how much correct I am. Please
send them to me personally.
