Yes.  It may not even be legal.

It would be fine to put the source on a second cd which just sits there
and is not involved in the installation, but is distributed along with
the first.  But just making GPL-d binaries available on a cd without the
source also being available in the "same" place certainly violates the
spirit if not perhaps the letter of the GPL.
