Hmm, not that I know it, but I solved the problem by
	cd TeX/utils/psutils
	touch *.pl
and remakeing.
Maybe it is a good idea to put this into the Makefile too, because
if you only change something in the toplevel Makefile then the files
are not generated, and make -f Makefile.unix clean does not erase
the generated perl files.
