[tex-live] changes to tl6

I have moved the TeXLive documentation from tldoc to texmf/doc/tldoc,
and it is now installed along with TeXLive. Will this upset anyone?

Staszek, can you remake the Polish live.pdf so that references to
../../ are now ../../../..? (in tex-live.sty, macro OnCD). I have done
the other languages. Anyone working on documentation should
resynchronize!

Fabrice also just released new files which should fly with Win2K
