No.

I don't know when Knuth will ask for the collected bugs, but I'm
guessing around January 1, 2021, plus or minus. At the last tune-up he
released the new versions remarkably quickly, by the middle of January.

The reason for November 1 (it was Don's suggestion by the way) is
because the vetters need time to look at the bugs before they go in the
pile for Knuth. It takes significant time and effort.
We work on them as they come in, but there are a lot of submissions. 

This is also why I desperately plead with everyone to send in bugs as
soon as possible, so we are not faced with a huge pile of new stuff on
November 1.
