[tex-k] dvips error: psfile name is ignored if it begins with non-ascii character

Hi,

Run the following commands (see attachment):

    tex -ini -enc x.ini
    tex -fmt x x
    dvips x

The output is

    dvips: Could not find figure file .1; continuing.

If we put an ascii character after `psfile=', like `./', then output is

    dvips: Could not find figure file ./Ё.1; continuing.

Is this a feature or a bug?
