kpsewhich looks for the config file relative to its location.  You
can't copy it to somewhere else.  On Linux you can run it under
strace(1) in order to see where it looks for files.

  strace -eopen kpsewhich psfonts.map
  strace -eopen ./kpsewhich psfonts.map
