    4. What is the relation between BUILD/source/texk/kpathsea/mktex.cnf and
    MASTER/texmf/web2c/mktex.cnf (if any)?

With mktex.cnf, as with all the config files, the files in BUILD are
not used directly in TeX Live.  The config files in MASTER are
maintained by hand.

I try to keep them in sync as much as possible, but there's nothing
automated doing it.

The files in BUILD are also, as I understand it, used by some distros as
the basis for their config files.
