[tex-k] dvips info page describes debugging options incorrectly

We've got that bug report a few years ago. We've sent it to
tex-k at mail.., but got no response.  I've re-tested again with the TL
2009 and

hille at sid:~ $ dvips --version
This is dvips(k) 5.98 Copyright 2009 Radical Eye Software
kpathsea version 5.0.0

and still this is wrong. When reading the man page the options are
described differently (not correct either).  Yes, that beast states
in huge letters, that it is obsolete, but maybe we can fix the
numbers there too.
Please review the others debug options in the info page too, as I
can't evaluate if these statements are correct.

The info page for dvips lists a series of debug bitmasks for
reporting various information.

The following masks are incorrect:

128  Reads: Config files            Actually is: Memory allocation
256  Reads: Partial font enc...     Actually is: Config files
512  Reads: Partial font subr....   Actually is: NONE
