It seems that the route latex->dvips->ps2pdf preserves the hyperlinks,
so it seems that texinfo can be tuned to output proper specials
(similar to ones generated by hyperref), so hyperlinks in "dvi mode"
will similarly "survive" the dvips->ps2pdf processing...

This (fixing texinfo.tex to produce specials for hyperlinks) looks
like a better approach...
