[tex-k] \write writes out TeX's `^^' quartets instead of 8-bit chars

Whatever you have: if it claims Web2C 7.3.7, then it is not an original
teTeX.

With teTeX-2.0, the printability of characters depends on the locale.
Make sure that LC_CTYPE is set correctly for your system. Unfortunately,
characters that are unprintable in your locale will come out as
^^something. The next version will work independend of locales and
give you more control.
