tetex 2.0.2 is built upon Web2C 7.4.5.

You obviously have old tex binaries.

What is the output of "tex -v" if called by a normal user?

Does "texconfig conf" still finds binaries in /usr/local/teTeX/bin if
called as root?

I suppose that /usr/local/teTeX/bin is not at the beginning of $PATH
for root.  In this case you could try

PATH=/usr/local/teTeX/bin:$PATH texconfig init

(or something similar if you have a C-shell)

BTW., the behaviour you describe is the same as if you had an old
version at /usr/local/teTeX and just installed a new texmf tree
without compiling the new binaries.
