Try the following:

save the attached config file dvipdfmx.cfg into the _local_ directory
of TeX, which is for me /usr/local/texlive/texmf-local/dvipdfmx/
I suppose that you have to create the dvipdfmx directory. Then run
texhash to update the database structure. Then a

xelatex test

should work. Attached my output on a TL pretst 2021.
