I eventually got the same error. But first, I got this error, which
may be Windows-specific:

warning: kpathsea: configuration file texmf.cnf not found in these
directories:
[many directories deleted];
c:/TL2007/bin/texmf/web2c:/.:/opt/tex/texmf/web2c:/opt/tex/texmf/web2c;
c:/TL2007/texmf/web2c:/.:/opt/tex/texmf/web2c:/opt/tex/texmf/web2c.

Note that c:/TL2007/texmf/web2c is mentioned and this is the actual
location of texmf.cnf. Is it possible the mix of colons and
semicolons is confusing the path search routine and/or Windows?

I only needed to set TEXMFCNF to correct this, but TeXLive 2008
is planning to deprecate the setting of this variable. The beta
TeXLive (for windows) currently places texmf.cnf in the above
directory ($TEXROOT/texmf/web2c/) and install-time changes in
$TEXROOT/texmf.cnf.
