You don't need any additional downloads apart from MikTeX.

Just install MikTeX (I would suggest you to install the version 2.5
which you can get under http://www.miktex.org/2.5/Setup.aspx, but 2.4
is OK as well) which comes with the latest version of metapost
already.

Start -> Programs -> MikTeX 2.5 -> Browse Packages

Select "miktex-metapost-bin" and "miktex-metapost-base" and click on
"+" sign to install the two requires packages (if they are not
installed yet).

You can then compile metapost files with
    mp filename.mp
