Jason:

For whatever it's worth, the pdfpages approach works just fine. I  
used it to do something similar to what you are after. My final book  
had a page of English on the left page and Arabic on the right, with  
the paragraphs within the page parallel to one another. Lining up the  
paragraphs was the trickiest part.

Have you looked at the parallel and LEDMAC packages? You might find  
them easier and more suitable to your task.
