[luatex] \predisplaydirection from etex in luatex has no effect

The attached (test.tex, test-pdftex.pdf and test-luatex.pdf) shows that this
primitive actually works in PDFTeX and XeTeX but it does not in luatex (it
is defined, but does not work).

This is a very useful primitive for bidirectional typesetting. However,
there is a bug that Jonathan mentioned on the xetex mailing list and that is
about spacing (look at direction.tex and direction.pdf).

I suggest to not remove this primitive from luatex since it is essential for
bidirectional typesetting, and I already emailed Peter, so if he fixes the
bug, then no problem but if he does not, would you Taco be able to fix this
please?
