    A difficulty arrises when a list is really for discussion but some of 
    its readers think it is an announcments list.

If you want announcements only, subscribe to tex-archive@math.utah.edu.
I always send announcements (and nothing else) there,
and so do many other people.

ctan-ann@... where is it now ... is probably the other notable
announcements-only list.  (Probably more notable, in fact.)
