Currently you *do* get a warning error, but it's produced by the
dvi-driver rather than TeX.  Dvips prints out a very nice `Warning:
glyph foo missing' message every time you process a document
containing a black box.

Or allow VFs to contain arbitrary TeX code and not just \special's :-)
