[Xy-pic] Xy-pic release 3.8.1 on SourceForge and uploaded to CTAN

Dear Karl and everyone,

I have uploaded release 3.8.1 patched to include the missing .enc files to 
http://xy-pic.sourceforge.net as well as CTAN.  The single archive file, 
xy381.tar.gz, now also includes the sources in the doc directory.  (The 
GPL messages have also been updated to refer to the FSF licenses URL 
instead of the defunct Mass Ave address.)
