Almost certainly, but one would have to wonder if using some other tool (a vector one) wouldn't be better.

In the past I've used Creaturehouse Expression (previously by Fractal Design, then bought out by Microsoft) to distort vectors along  a path --- perhaps Inkscape can do similarly?
