As suggested above use float package.  There is a H option
in the package, i.e. you can write \begin{figure}{H}.
Most of the time it puts the figure at exactly the same position, but
if it cannot, it will put the figure in the next page(or the next page..) at
the
same position(same distance from the top of the page.)
You may also need to use the commands given in
http://mintaka.sdsu.edu/GF/bibliog/latex/floats.html
