The Y & Y company has been out of business for at least five years, so the main characteristic is that it is old and many packages thoroughly out of date.  It may be in use in some places as a legacy, but is not advisable as a fresh install; TeX Live, LyX, MiKTeX, etc., would be much better.  Though notionally an open-source product, I don't think Karl Berry or anyone else is maintaining Y & Y TeX.
