I know its out of business but still can anyone help me to provide the setup
for latex 2.09.

Or can any one help me know similar TeX one with same method of font
configuration as Latex

Y&Y went out of business years ago.  Some of the packages are still
available on CTAN, but they are surely obsolete by now.

The successor to this is PC TeX, http://www.pctex.com -- no idea if it is
any good.
