[Tugindia] Difference between these commands

Hi,

To answer the first part of your query, \newcommand is a LaTeX macro that accepts \par and blank lines in its argument.
On the other hand \newcommand* does not accept the \long nature of the argument. 
The \newcommand* is more commonly used.
