[Tugindia] can't get the matra's going with devnagri.sty

I have seen this kind of thing happening with the "dev" package, if you 
directly try to run latex (or pdflatex) on your source, without 
preprocessing it first. Try naming your source with a "dn" extension, 
run the "devnag" preprocessor to get a file with "tex" extension and then 
try pdflatex.
