Hi!
Here are few things you can try: 
Use the following commands:
\renewcommand{\topfraction}{0.95}
\renewcommand{\bottomfraction}{0.95}
The specify what fraction of the top and bottom 
 of the page could be for floats.
You can try using float package, which has a H 
Option also.
Take a look at this, specifically, section 8.3.
