[Tugindia] Overlaying picture environment on a table

Hello Everybody,
      Is it possible to overlay enivronments in LaTeX? More specifically a picture environment over a tabular environment.
      This is what I need. I have a figure which is basically a table (in tabular environment). I would like to draw a couple of arrows from say cell(2,2) to cell(6,8) to show that they hold the same value.
      I tried searching online but could not find anything definite. Any pointers would be appreciated.
