[Tugindia] Including JPEG file in TeX file

I even tried using jpeg2ps like 
\DeclareGraphicsRule{.jpg}{.eps}{}{'jpeg2ps #1 eps:-}
\includegraphics[10,10][200,200]{sample.jpg}
It did not work

I want to use same .tex file for running both the commands.

pdflatex can handle jpeg images and for latex
use jpeg2eps
