well, you've got to first understand your resolution. this is more important 
than the software.

if it is a ps that outputs text, you may want a high rez, black and white 
only (2bit) output in gif or raster images, which would be small in size, but 
show text real sharp, as line-art.

if it is an image drawn in ps, then you choose whether for screen, print, or 
press. the resolutions change dramatically. (72, 100, 300). you need to 
google search to understand these resolutions.

if it is both text and images and vector graphics, {okay this goes way beyond 
ordinary understanding of resolution, use, and communication media}

your question lurks a fundamental principle that needs to be understood first.
