That's true if you suppress hyphenation while retaining default
tolerance values.  You might change those to optimal values as well.

 \pretolerance=8000
 \tolerance=9500
 \hfuzz=0.5pt
 \vfuzz=2pt
 \hbadness=8000
 \vbadness=8000
