   it is giving error that sty file not found and it is display the
   message carom.cls file not found pl. suggest

I couldn't replicate your problem. It worked fine in my system when 
I typeset the following code:

 \documentclass{article}
 \usepackage{carom}

 \begin{document}

  \cyclohexanev{1==C1;2==F}

 \end{document}

Have you really got carom.sty residing somewhere in your system that
TeX can read?
