[Tuglist] rule bigger than the text width

Hi

the \hrule width40pc can not be used in table mode. you have to use only
\cline. Actually I wanted have a rule to the chapter title, in which the
rule should be bigger than  the textwidth. The \hrule works fine in this
case.

I have seen the command \hrule \width{40pc}.

The same command will work in tabular mode. To my knowledge
it din't work.
I want to use this command to replace \cline{2-3} \clinde{3-4}
in tabular mode.
