[Tuglist] rule bigger than the text width

Hi,

I have seen the command \hrule \width{40pc}.

The same command will work in tabular mode. To my knowledge
it din't work.
I want to use this command to replace \cline{2-3} \clinde{3-4}
in tabular mode.
