[tldoc] Translations for TeX Live programs (install-tl and tlmgr gui)

What I forgot, you can try the translations easily out:
- put the new NN.po into tlpkg/translations/
- start 
	install-tl -gui perltk -lang NN -debug-translation ...
  or
	tlmgr -debug-translation -gui-lang NN gui
  this will echo out warnings for untranslated strings, and in
  additions some lines "probably untranslated" if the original (English)
  and the translated string agree completely (e.g., English "No" and
  Italian "No"). That is only here to catch strings that were simply
  copied over without translation.

  There is no need to do that, if a translation is missing the English
  version will be taken automatically.
