[tldoc] lshort Chinese translation

    Since Zhaopeng Xing has put lshort-chinese into CTAN [1, 2], we
    feel it's ready to be integrated into TeXLive. 

I did it yesterday.

    texmf-doc/doc/chinese/lshort-chinese

Indeed, that is just where I put it.

    I'm not sure if the directories under
    http://tug.org/svn/texlive/trunk/Master/texmf-doc/doc/ should
    have such renaming too.

Maybe in theory, but I'm not going to make that change now.

(It would be nice if the lshort translations in particular had some
semblance of order, but that's nothing to look at right now either.)
