[tldoc] documentation license?

We've been using the Open Publication License, v1.0 or later (the latest
version is presently available at http://www.opencontent.org/openpub/).

But anything that's approved by the Open Source Initiative is fine with me
... see www.opensource.org/licenses and there's a few to choose from.
