Packaging make and luarocks into texlive package

Hi Martin - sorry, including make and luarocks into TeX Live is not
feasible.  TL is not an operating system.

Wrt make, there should surely be a simple "make.exe" executable
available that can be downloaded and used without bothering with any
packaging tools. It's a single self-contained executable (on Unix,
anyway, and I assume on Windows). --best, karl.
