[texhax] package inputenc error: invalid UTF-8 byte 146

You certainly have inputenc. It is a required part of texlive.

Starting with texlive 2018 the latex formats loads the inputenc code
already in the kernel and sets utf8 as default encoding. 

If your files are not utf8 encoded and you are not loading inputenc
yourself you could get such an error. 

Either load \usepackage[ansinew]{inputenc} or
try \UseRawInputEncoding before \documentclass. See also the
