I would like to point out that the primitive \par inserts no skip of any sort. It is a reliable way to end a paragraph and enter vertical mode. Thus, the code
  \par\nobreak\smallskip
adds no \parskip. \parskip is triggered by the _start_ of a paragraph and would be added only after \smallskip (if a paragraph comes next). The plain default for \parskip would add only 1pt of stretchability to that.
